USAir First Class Amenities Cosmetic Bag,Fanny Pack and Contents - Circa 1990
These were gift items given to First Class passengers at USAir.
These were sometimes given on Cross Country and International flights.
This particular gift is actually a waist belt.  The belt is included in the inside packaging.
The socks have a wrapper.  That wrapper should either be taped or glued around the socks.  Over time, I think the glue has lost it stickiness.
